Five years after minimum unit pricing for alcohol (‘MUP’) was introduced in Scotland, the comprehensive evaluation program was established to understand its implementation and impact and produced its final report. It presents a synthesis of findings from across 40 studies, making MUP in Scotland one of the most thoroughly evaluated public health policies to date. This final report is of immense consequence in Scotland, forming a key part of the evidence to be considered by the Scottish Parliament when they decide on whether the legislation should continue beyond its initial 6-year ‘sunset clause’ period. This continues the central role that evaluative thinking and methods have played in Scotland’s alcohol policy story for well over a decade. In this seminar, Mark will provide an overview of Scotland's long and winding MUP story, reflecting on the science, art, and messiness of informing and evaluating high-profile national policy.
About this speaker:
Dr Mark Robinson is a Senior Research Fellow at the Institute for Social Science Research and an Honorary Senior Research Fellow at the University of Glasgow. He is a public health and evaluation specialist interested in understanding, influencing, and evaluating the social, economic, and commercial determinants of health and health inequities.
