In the National Archives, historian Claire Higgins found a list detailing the various options given to the Fraser government on dealing with unauthorised asylum seekers arriving by boat. Some of those 1970s options, such as turning boats around and detention, have been put into place by subsequent governments. Members of the Fraser government didn't go down this path; rather, they chose resettlement.
