Lucien is a Postdoctoral Research Fellow at the Faculty of Law & Justice, University of New South Wales, Sydney under the Australian Research Council Laureate Project ‘The Financial Data Revolution: Seizing the Benefits, Controlling the Risks’. His research interests lie at the intersection of law, finance, technology, and development, focussing on the regulation of financial products and services underlined by novel technologies, and its broader impact on society.
He is the author of the recently published book Digital Finance and Regulatory Competition: Regulating Distributed Ledger Technology-based Financial Products and Services (Wolters Kluwer 2025).
Prior to completing his PhD at the University of Hong Kong, Lucien read for the Bachelor of Civil Law at the University of Oxford as a UK Commonwealth Scholarship award recipient. He also holds a LLB (summa laude), with the Cliffe Dekker Hofmeyr Gold Medal for outstanding academic performance, from the University of the Western Cape. He is an admitted Attorney (South Africa) and has practised financial services regulation and commercial litigation in Cape Town, Johannesburg, and London.
