Cambodia’s economic transition has produced significant challenges in the area of property rights. The use of economic land concessions is part of the government’s strategy to increase investments and improve employment prospects, but such concessions have also become a source of conflicts over property rights. My thesis examines the significant challenge in accessing justice through the courts for Cambodia’s local communities and landowners in commercial land disputes in the face of resources and power imbalances between these communities or landowners and investors or the state.
