Millicent is a Scientia PhD candidate at UNSW Law. Her doctoral research is focussed on the protection of the marine environment, state responsibility, community interests and dispute settlement.

From 2017 to 2019 Millicent was a Research Associate with the Oceans Law and Policy Programme at the National University of Singapore Centre for International Law, where she remains affiliated as a Global Associate. While in Singapore Millicent conducted research on a broad range of law of the sea issues, with a particular focus on issues of relevance to the Asia-Pacific. In 2016 Millicent was Tipstaff (judicial clerk) to Justice Pain of the Land and Environment Court of New South Wales, and is admitted to practice as a solicitor in New South Wales.

Millicent holds the degrees of BA (Environmental Studies) and LLB (Hons) from UNSW and LLM (Law of the Sea) from the University of Tromsø, the Arctic University of Norway. She attended the Rhodes Academy of Ocean Law and Policy in 2017 where she was awarded the prize for the best written exam.
